The Florida Department of Children and Families (DCF) is seeking a highly responsible and professional individual for the position of Government Operations Consultant I (Risk) at the Florida State Hospital. This role is integral to the agency's mission of protecting vulnerable populations and promoting strong, self-sufficient families. The consultant will work within the Office of Risk Management, which is responsible for overseeing the management of resident incident reporting systems in a major mental health institution housing approximately 900 residents. The position requires a detail-oriented individual who can exercise independent judgment and initiative in carrying out their duties. The consultant will be tasked with conducting thorough investigations into adverse or serious incidents involving residents and employees. This includes interviewing witnesses, collecting data, and preparing detailed reports for upper management. The role also involves monitoring an automated incident tracking system, analyzing trends, and making recommendations for corrective measures to prevent future incidents. The consultant will collaborate with various departments, including Human Resources and Administration, to ensure compliance with agency policies and state laws regarding confidentiality and reporting. In addition to incident management, the consultant will participate in various committees related to resident care and safety, contributing to the development of policies aimed at minimizing risks and enhancing the quality of care provided at the facility. The position requires physical capabilities such as lifting and squatting, as well as a strong understanding of Total Quality Management principles. The consultant will also be involved in the preparation of reports required by the Agency for Healthcare Administration and will serve as a Risk Manager designee in accordance with Florida Statutes.
Responsibilities
? Conduct fact-finding investigations of adverse or serious resident and employee incidents as assigned.

? Interview witnesses, suspects, and victims involved in incidents in a timely manner.

? Collect supporting data and evidence for investigations.
,
? Prepare factual written investigative reports for upper-level management review.
,
? Monitor an automated Hospital Risk Management incident tracking system for resident incidents.
,
? Analyze resident and employee incidents to identify causes and adverse trends.
,
? Make recommendations for corrective measures in problem areas.
,
? Develop policies and processes to prevent the recurrence of incidents.
,
? Initiate and complete Agency for Healthcare Administration CODE 15 Reports (Adverse Incidents).

? Report allegations of sexual misconduct against licensed healthcare practitioners to the Department of Health.
,
? Serve on various administrative and resident care-related committees.
,
? Participate in licensure review and monitoring visits conducted at the facility.
Requirements
? A bachelor's degree from a college or university is preferred.
,
? Three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work.

? A master's degree can substitute for one year of the required experience.
,
? Professional experience can substitute on a year-for-year basis for the preferred college education.

? Knowledge of methods of data collection and analysis.
,
? Knowledge of basic management principles and practices.

? Ability to collect, evaluate, and analyze data to develop recommendations and solve problems.

? Ability to organize data into logical formats for reports and documents.

? Ability to conduct fact-finding research and utilize problem-solving techniques.

? Ability to understand and apply applicable rules, regulations, policies, and procedures.
