About the position

The Humanitarian Affairs Officer/Liaison Officer position at the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is responsible for advising on policy direction related to humanitarian assistance and ensuring effective delivery in emergency situations. The role involves monitoring humanitarian developments, coordinating international assistance, and engaging with various stakeholders to facilitate collaboration and information exchange. The incumbent will also lead complex projects, prepare policy papers, and support capacity-building efforts in member states.

Responsibilities
? Serves as a senior policy officer and advises on overall policy direction on specific issues.

? Prepares policy position papers for review.
,
? Monitors, analyzes, and reports on humanitarian developments and emergency situations.
,
? Leads and participates in large, complex projects, including disaster assessments.
,
? Coordinates international humanitarian assistance for complex emergencies.
,
? Assists in the production of appeals for international assistance and ensures proper use of donor contributions.
,
? Develops country-specific indicators for monitoring emergency situations.
,
? Initiates and coordinates technical cooperation and assistance projects in disaster response.
,
? Analyzes and introduces new technologies for disaster management.
,
? Organizes studies on humanitarian issues and follows up on policy development work.
,
? Partners with other humanitarian agencies to evaluate assistance programs.
,
? Establishes contacts with government officials, NGOs, and media for collaboration.
,
? Serves as the primary focal point on specific policy-related issues.
,
? Organizes and participates in work groups and consultations on humanitarian matters.
,
? May participate in planning and preparation of unit budget and work program.
,
? Provides leadership and direction to assigned work team.

Requirements
? An advanced university degree in political science, social science, international studies, public administration, economics, engineering, earth sciences, or a related field is required.

? A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, or related areas is required.

? Experience in producing analysis and drafting documents for intergovernmental forums is required.
,
? At least three years of international field experience in aid operations is desirable.
,
? Experience in a humanitarian context within the UN system or comparable international organization is desirable.
,
? Fluency in English is required; knowledge of another UN official language is desirable.
