What we need

The Care Navigation Delivery team is responsible for delivering technical solutions to help our members find relevant, high-quality, and affordable care using providers and vendors to meet their needs. These personalized member experiences are highly dependent on data we know about our members, data we know about our providers, and data we know about our members as they engage with our providers. The Lead Product Owner - Care Navigation leads all technical aspects of delivering care navigation to our members via our digital and non-digital assets for the care they need, when they need it, and in the way they prefer.

Your Day to Day
? Subject matter expert and main business contact for all aspects of Care Navigation
? Partners with stakeholders to hypothesize the value of each epic (ex. how many members do we expect to convert to a preferred provider), prioritize against the value of other epics in the backlog, and partner with the analytics teams to create a measurement framework (ex. executive and navigation dashboard metrics, A/B testing methodology, member clickstream behavior, etc.) to track progress
? Develops feature roadmaps for Care Navigation in support of strategic initiatives; able to predict feature delivery dates based on team capacity & velocity in partnership with Scrum Masters & Project Management
? Creates communications and continually updates value stream roadmaps with epic & feature delivery plans
? Is responsible for decomposition of Value Stream epics into features with well-defined acceptance criteria
? Collaborates with team to develop user stories (requirements) that are clearly documented with appropriate acceptance criteria
? Partners with product managers, Shared Services, Solution & Enterprise Architects & Scrum Masters to develop appropriate design documents - including, but not limited to, Business Process Maps, Value Stream Maps, Business Capability maps, Customer Journey Impact Analysis
? Defines associated business value outcome metrics and develop leading and lagging indicators
? Provides support for ongoing funding requests delivery of feature objectives and KPI's
? Researches data, reports, and performance indicators to identify and correct observed problems or patterns
? Is accountable for mentoring product owner team on epic level acceptance criteria & OKRs to feed to downstream features & user stories
? Leads Product Owner Sync sessions as needed for feature development with cross-team impacts
? Manages feature dependencies and defines feature delivery plans to support dependencies while still delivering frequently according to initiative roadmaps
? Responsible for accepting user stories and / or features as done
? Manages ongoing 2-in-the-box collaboration between business and agile teams to validate feature acceptance criteria and prioritization
? Understands and communicates impacts of features to overall timelines & development
? Leads & manages Product Ownership / Value Outcome Leadership communities of practice
? Mentors product owners on advanced user story backlog prioritization techniques and associated artifacts
? Mentors business systems analysts on user story elaboration, including primary & ancillary path creation, splitting user stories to ensure atomic requirements
? Supports scrum masters in user story sizing, team capacity modeling and team velocity tracking
? Supports team in understanding features vs. user story and how to appropriate decompose work
? Supports development teams in understanding user story grooming & elaboration
? Thinks Minimum Viable Product, coupled with continuous improvement

We're Looking for:
? Broad technical breadth and depth including familiarity with omni platforms (website, mobile app, CRM)
? Strong analytical and quantitative skills with the ability to use data and metrics to back up assumptions, recommendations, and drive actions
? Demonstrated ability to understand and discuss technical and business concepts, manage tradeoffs, and evaluate opportunistic new ideas with internal and external partners
? High attention to detail including precise and effective stakeholder communication, and proven ability to manage multiple, competing priorities simultaneously
? Strong verbal and written communication skills with demonstrated experience engaging and influencing senior executives
? Ability to think strategically and execute methodically
? History of teamwork and willingness to roll up one's sleeves to get the job done
? Stays on top of all relevant healthcare and consumer technology trends, competitors, and market offerings

What You Bring:
? 8-10 years as a product owner; product owner certification is a plus
? BA/BS in computer science/technology or business, or equivalent work experience
? Healthcare experience preferred
? Familiarity with Agile development methodologies, including the use of Confluence & Jira
? Experience contributing to engineering discussions around technology decisions and strategy related to a product
? Experience defining and executing against both short and long-term roadmap strategies
? Experience leading and influencing (without direct oversight) cross-functional teams, including 3rd parties, to deliver products and programs
? Experience coordinating requirements across customer or stakeholder groups

What You'll Gain:

As a member of the Care Navigation Delivery team, the Lead Product Owner - Care Navigation is the subject matter expert for all aspects of member's ability to seek care. You will be responsible for owning and defining the roadmap for all Care Navigation features and experiences used by our members at the right time, via the right channel. You will also be responsible for guiding a cross-functional team of engineers, designers, analysts, feature owners and content sources from across the broader BCBSMA organization to achieve high impact and meet your goals.

The Lead Product Owner - Care Navigation will have the autonomy to think strategically and make data-driven decisions to drive creative solutions. You will also roll up your sleeves and work directly with multiple engineering teams, as well as data analysts/scientists to help build and operate the features and services that you have defined. This role is inherently cross-functional, and you should be an effective communicator with both technical and non-technical stakeholders. You are expected to dive deep into the technology from both a product and member perspective. The Lead Product Owner - Care Navigation must be an independent learner, a self-starter willing to initiate projects and anticipate member's needs.

You should be a problem solver who is passionate about technology and enjoys working with engineering and data teams collaboratively, and equally comfortable interacting with business units on their business needs. You should be somebody who is eager to lead programs that have both broad influence and unique technical challenges to solve. The ideal candidate will have experience leading delivery across engineering & data disciplines, and an established track record of delivering large complex programs as well as effectively influencing up and across the organization.

Salary Range: $133,424.40 - $165,220.00

The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee's pay position within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs and affordability.

This job is also eligible for variable pay.
