Description

The Finance Manager conducts the financial operations of Elm Ridge WCID by collaborating with the General Manager and Board of Directors to ensure compliance with governmental accounting standards, budgetary controls, and financial reporting requirements. This position executes the preparation of financial statements, budgets, audits, and financial analysis while ensuring adherence to local, state, and federal regulations.
Examples of Duties

Key Responsibilities: Financial Management & Reporting: ?Preparation and administration of the annual budget, including monitoring expenditures and revenues. ?Prepare and review financial reports, statements, and forecasts to ensure accuracy and compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and other applicable regulations. ?Generate monthly, quarterly, and annual financial reports for internal and external stakeholders. ?Monitor and analyze financial data to provide recommendations for cost control and efficiency improvements. Accounting & Compliance: ?Ensure compliance with Texas state financial laws, federal regulations, and agency policies. ?Manages accounts payable, accounts receivable, payroll processing, and debt accounting. ?Support the preparation and coordination of external and internal audits. ?Reconciliation of financial accounts, including bank statements, fund balances, and investment accounts. Budgeting & Financial Planning: ?Assist in the development of multi-year financial projections and strategic financial planning. ?Participate in revenue forecasting and expenditure tracking to support decision-making. ?Provide financial data and analysis to department heads and Board of Directors. Procurement & Contract Management: ?Review and process purchase orders, contracts, and vendor agreements in accordance with procurement policies. ?Ensure compliance with governmental purchasing guidelines and financial controls. Leadership & Administrative Support: ?Supervise and support finance team members as needed. ?Assist in training staff on financial procedures, policies, and software. ?Collaborate with other departments to provide financial guidance and ensure fiscal responsibility.

Typical Qualifications

Qualifications & Requirements: Education & Experience: ?Bachelor's degree in Finance, Accounting, or a related field (Master's degree preferred). ?Certified Public Accountant (CPA) license from Texas State Board of Public Accountancy. ?Minimum of 5-7 years of relevant experience in governmental finance, accounting, investing, and budget management. ?Knowledge of Texas municipal, state. or water district government finance regulations is highly desirable.

Skills & Competencies:
?Strong understanding of governmental accounting principles (GAAP, GASB).
?Proficiency in financial software and Microsoft Excel.
?Excellent analytical, problem-solving, and organizational skills.
?Strong attention to detail and ability to work under deadlines.
?Effective communication and interpersonal skills.

Other Requirements: ?A US Citizen. ?Valid Texas Operator's Class "C" Driver's License. ?No felony convictions for any offense and no misdemeanor convictions for any financial, monetary, theft or fraud related offenses, nor any convictions of crimes constituting moral turpitude. ?Not more than two or more at fault accidents in the last three years. ?Not more than four or more moving violations in the last three years.

Supplemental Information

Work Environment & Schedule:
?Typical office setting with occasional travel for meetings, training, or audits.
?Full-time position with standard business hours; occasional extended hours may be required during budget preparation or audits.

Salary / Pay Range
?This position starts at the amount listed in the position heading. Salary may be adjusted based on qualifications.
?4% Cost of Living Adjustment annually based on acceptable annual performance evaluation.

Holidays
There are ten (10) paid holidays given annually to each employee.

Compensation Time

At the employee's request, the employee may accrue compensation time in-lieu of overtime up to 48 hours

Vacation / Sick Leave (Paid Time Off)
All Elm Ridge WCID at-will employees earn 6.92 personal time off per pay period during years 1-4, 8.46 hours during years 5-9, and 10 hours per pay period upon 10+ years of service with the district.

Insurance
All Elm Ridge WCID at-will employees become eligible for participation in the district insurance programs on the date they are hired.

Medical
The district sponsored health insurance is available to district employees. The district offers two different health insurance plans through Cigna. The district covers 100% off the employee's plan and provides an annual $1000 HSA Medical Account contribution to the employee (based on plan chosen).

Dental
Each employee is provided dental insurance at low cost. Employees' dependents may be added at additional low cost.

Life
Each employee is provided life insurance equal to one year's salary.

Retirement
All Elm Ridge WCID at-will employees are required to be members of the Texas County & District Retirement System. The plan is a 7% employee contribution in which the district matches the employee contribution with a 2 to 1 match. The plan also provides an annual yearly yield of a 7% return. (Five-year vesting, twenty-year retirement).

State Income Tax
There is no state income tax in Texas.

Deferred Compensation
You may participate in a 457 Deferred Compensation Program (Mission Square Retirement) to shelter a portion of your gross annual salary from income taxes. The deferred portion will be placed into investment options of the employees choice and may be withdrawn at termination or retirement. The District provides a free $100 per month for each employee to this program.
